Ok, I am building a PC with top of the line hardwares. I need some tips.
Motherboard Video Card Power Supply RAM Hard Drive and so on...

Do you have the parts already? Or are you looking for some recommendations for parts?
I helped my little brother build his expensive-@$$ rig last year, and it's working pretty well. If you need tips on the assembly portion, then please clarify and I can help you with that too.
I'm guessing a lot of people here can also help you, though. like Laeq.

Any Top-Line NVidia Video/Graphics Card will do you well, can't go wrong with NVidia
Also, a good idea is to do what i do, Get a Maxtor One Touch 160 gig External Harddrive for all your games and such for 2 reasons.
1:It's portable, you just have to take a few wires with you and you can take literally hundreds of games to a friends house and be able to skate around installing them, just hook up the External.
2:Having your games on an External Drive avoids Viruses

then get a lot of RAM if you wanna do that
nVidia Graphics card, Maxtor OneTouch 160 gb External Hard Drive, And some new-fangled Alienware(such as Dragon[not sure f those are still made] or Area-51) with some upgrades on the Ram, and a nice Liquid Cell Display(LCD) Moniter, and you're set for Oblivion for life lol
BTW im pretty sure "power supply" can only qualify as a plug-in outlet my friend, we and got no computers that run on Hydrogen CElls or something lol

mm...I ordered all my stuff on Newegg.com.
And don't get Alienware...IMO it's a ripoff and they OVERCHARGE you like crazy. Building your own rig has its risks, but you save a LOT of money.
Anyway, I think the more important thing for your PC is the PROCESSOR, which I don't think you've mentioned yet. The motherboard is also a critical part, but doesn't directly influence the performance of your computer like the processor or RAM (by performance I mean speed and power). Anyway, since you want to get top of the line stuff....you should get yourself an AMD processor...3200+ or better (unless you know how to overclock...which I don't). If you're into Intel processors...consider getting a dual core; P4 is getting old... Motherboards....well, aBit is a pretty good brand and you can't go wrong with their motherboards. There are more expensive companies that I can name off the top of my head..but you can always go to newegg or whatever sites you visit for some customer reviews. And for video cards...I agree with O-G. Get yourself an Nvidia Gforce 6800 Ultra or something. I think there's a 7800 that's out right now, but it might be too expensive since it's fairly new. 6800 Ultra should be able to run any PC game that's out right now...like Half Life 2...Battlefield 2, etc. etc, which pretty much requires top of the line parts for the best experience. Different companies manufacture video cards, but I use PNY. There are always other options, though. RAM.....you should get yourself a gig. As for harddrive, you should get yourself a seagate because they usually have good rebate offers and offer solid performance. I got 120 gigs...but maybe you would like to store a lot of stuff in your rig and need 200. Then there's power supply. Since your computer is using all this expensive stuff it requires a lot of power....and I think 450 watts(?) is alright. Maybe higher. What you should ALSO consider is some proper cooling for your PC; it's gunna be HOT since it's got such powerful parts. The heatsink that's mounted on top of your processor is of utmost importance, lol, it sort of determines the life span that your processor has. Zalman heatsinks are pretty popular, so you should look around for some good ones. There are some fans designed specifically for video cards as well...which I think you should get. You can mount them right next to your video card anyway and it does reduce the temps.
Sorry if I sound like I'm just going "blah blah blah," since I'm trying to come up with as many things as I can off the top of my head.

Ah, thank you for the awsome advices. I can use more though, this IS my first home-build computer. can you be more specific about the parts. I was looking AMD 3200+ with 2000mhz/ 64 x2 and such but can't tell which is good. and I was looking at power supply of 500-600 watts. however, it's going to be very hot inside as you mentioned. So what kind of cooler are the best? I want specific names.

You only need a really good mouse for first-person shooters...
Oblivion isn't an FPS, right? Even for FPS's, an MX510 is good enough, and they don't go for that much money. I'm thinking you enjoy MMORPG's a lot more...and not FPS's, so you don't need a "top of the line" mouse.

actually, Oblivion is shot in First Person, not thrid person as other RPGs, and you have a targeting circle to boot, so its like a melee fest FPS with Swords and Bows, and a reactive mouse is very helpful because you often have to use stealth and pick locks(and the way you pick locks is by either auto-trying or using your mouse to pick it, which based on your sensitivity, will knock the tumblers up and down till you get it right)

looking sweet, but incomplete XD
as i said before, i would suggest an external drive for all of your *ahem* downloads and games so as to contain any viruses in the external drive so that they cant get into the computer itself but are still detectable by norton and other virus detectors of thatt sort, making for an easy cleanup

4200+ processor, nvidia 7900 ultra, 2 gigs of ram..........*goes on and on* My conclusion is - it's looking great. I mean, you literally got the TOP OF THE LINE parts...and hopefully all goes well for you.
Regarding O-G's external harddrive idea....just set up your hard drive as two partitions during XP Setup. Make your C drive.....100 gigs, and your D (or whatver you want to call it) 150. Save all important apps to your C drive, and anything related to games, entertainment, or non-app. downloads in general should go to D. That way, if your D drive gets infected, your C drive wouldn't be screwed and you can still use your computer. You can create as many partitions as you want...but two should be okay.
Oh yeah, I know nothing about Oblivion, so I guess O-G is right about getting yourself a good mouse. MX510 is good enough still...and is recommended for FPS players, so it might be good enough for you.
Looking at your future computer...I'm drooling like hell. Here are the specs for my ancient Sony Vaio:
1.2 gig Pentium 4 processor... 256 RAM (when I check it...only about 220 of it is working though...) less than 50 gig hard drive (only 46 gigs is usable......or SOMETHING) Integrated graphics card (lags in the original Sims and Sim City game....go figure) Motherboard is just stock Sony....and it's nothing amazing. It's just a dust collector, lol.

Hehehe, I did said "top of the line" didn't I? Anyway, this isn't really top of the line though, I want more power, but my wife will not allow it. She put a cap on my computer budget, $1,300 -- I am pushing about $1,500 already. She called my broken laptop my "second" wife -- polygamy. >_< She wants her husband for herself. edited: I am getting XP PRO 64BIT as well. Have anyone here used it yet? Let me know how it is.
