After some debates among the mods and I (sorry cobalt), we have devised a rule list of sorts for the new league.
they are not final, and only the new or modified rules are posted. any other non posted rules are either the same or have been forgotten. please post any findings you have.

1: New entry info
-1.1: Starting out in the League
Everyone starts on equal footing. Since this is new, everything will change basically. Same parts (generally), same rank, same creds. Each architect can have a max of 2 (two) ACs. Creds are much easier to earn than before, and there are more ways to earn them. see individual sections for details
-1.2: Choosing your First AC
you pick your first AC from a predetermined list. 5-10 starter ACs will be available, at least one of each type (biped, reverse, quad, tank, hover). There may also be heavyweight versions of each (except hover).
--1.2.1: Initial Credits
Everyone starts with 50000 creds.
--1.2.2: Earning Credits
creds are earned in a variety of ways, including battles and mini-missions. part selling may also be available based on your responses

same as before basically
---1.2.2.2: Mini-Missions
these are deveoloped by the mods, and will be based off Formula Front stages (low rewards, often) and other AC games (high rewards, part rewards). You find a specific detail, such as the number of buildings in a stage of FF or # of enemies in AC2 stage etc.., and post it. Any who get it right recieve the reward. In the case of part rewards, the first poster gets the part.
--1.2.3: Hangars
each architect gets their own hangar that only they can acces via inputting a password. This ensures privacy (though mods will still have access).
-1.3: Improving upon your AC
there are no longer any costs for modifying your AC. however, you must pruchase each part you wish to equip. Now equipped parts can affect your reward turnout from your battles. see "parts" section (4.x.x) for more details.
--1.3.1: Purchasing Parts
parts are bought with your credits via a shop section (to be added later). Some parts will not be available for purchase. Instead, you'll have the ability to win them or recieve them as rewards from the missions.
--1.3.2: Part Bans/Combo Bans
see section 4.4 for details
2: Your AC
Each architect can have 2 ACs, and they are managed a little differently than before
-2.1: Modifying your AC
basically the same but without modification costs
-2.2: Design Confidentiality
almost all aspects of your design are kept confidential, with a few exceptions
--2.2.1: Obtained Part Confidentiality
all parts you purchase are kept confidential. Only you can view them (besides mods), others will have to use their memory to determine what you bought ^_^
--2.2.2: AI setup confidentiality
all aspects of your AC AI are kept secret, though again, mods can view them.
--2.2.3: Visible Part Confidentiality
There is none. The visible parts of your AC are available for anyone to see. These include the Head, Core, Arms, Legs, Booster, Extensions, Back units, and Arm weapons. the Generator, Radiator, FCS, inside weapons, Hangar units and Optional Parts are not viewable by participants.
3: Battles
carried out in basically the same way as before, with a few exceptions. Descriptions will be more detailed, with the downside of being less entertaining. That isn't to say they won't be though.
-3.1: Challenging
same.
-3.2: Frequency
only ONE challenge per week is allowed (since we mods suk at doing them lol) the frequency may go to 2 per week if things get really slow.
-3.3: Ladder
there will be no official ladder to begin with. Numbers will be present, but will mean nothing
-3.4: Rewards
Rewards for your battle vary depending on your AC's part tiers (explained later). PART REWARDS ARE ONLY AVAILABLE FROM TOURNAMENTS AND MINI-MISSIONS.
4: Parts
-4.1: Viewing the parts you have
you can view your available parts in your private hangar
-4.2: Purchasing New Parts
go to the shop and post what you want to buy
--4.2.1: Repository
each architect has a limited amount of storage space for parts; probably around 50-100 parts can be stored. You can (maybe) sell your parts back to the shop or even to other architects. if peer-2-peer selling is allowed, it will be in it's own section.
-4.3: Tiers
Each part is classed in a "tier". the tier not only determines the power/usefulness of a part, but also the rewards gained by using that part in battle. In this way, one can make a "cash whore" composed of low tier parts (thx TS lol) in order to rack up their rewards.
--4.3.1: Effects on part Prices
Tiers increase the price of parts almost exponentially, due to the increased power and/or pwnage of each individual part.
--4.3.2: Effects on Battles rewards
The use of higher tier parts causes your reward income to drop dramatically. If you want cash, use low tier parts.
-4.4: Banned parts/Part combos
the new format for the league entails more bans on not only parts, but certain combos as well. So far, the LX (duh) is banned, as are ECM makers (can be obtained as rewards ONLY, not purchased). The use of dual heavy weapons is banned, as is the use of duap HP handguns. In the case of the handguns, you can only have one equipped, including Hangar parts.
