First off, hello mkd, and welcome to the boards. I'm going to try to keep my comments concise but I may pack this page with feedback, so bear with me.
Anyway, the first thing that I looked at was your weapon choice. Generally, it's very hard for an AC to wield two arm weapons as well as a back weapon, because all three cannot be fired simultaneously, whereas a left arm weapon and a back weapon can. I see that you chose to use the high heat cluster bombs and some fairly long range rifles, so hopefully you can program the AI to use the back weapon occasionally, while focusing on using the two rifles frequently (usually with chips). If the end result isn't pretty, you should perhaps take off the right arm weapon and give your AC a stronger left arm weapon, such as a bazooka.
Secondly, I like your emphasis on your AC's speed and quick firing rate, but I would think that you'd like for your AC to be even more agile. You gave dash a -16, which in most cases would confine your AC to running and jumping. For a lightweight and low defense AC, this can be fatal; dashing is almost always essential for such an AC to evade attacks, since it can't afford to take many hits. Since you chose to make a speedy, sniper-esque build, I highly suggest that you boot up the dash value for some obvious advantages. If you choose to do also, also remember to up the values for heat control and energy conservation because you're using a high drain and high heat booster.

I am Laeq, formerly known as shear, adn I run these boards.
Jacques pretty much covererd the basics of the AC, although I would recommend using a booster with a lower heat rating altogether. Lighter parts can make up for the boost power lost.
